Idk about young babies but when I worked at a restaurant I had a colleague who would approach toddlers that were having tantrums and cry back mockingly and most of the time they’d stop and stare at him like wtf dude. He was a huge and goofy looking guy though so I’m sure it had something to do with that too.
They stop crying because they see it as a distraction. They don’t stop crying out of sympathy or anything.
Sometimes they quiet down out of confusion but I once got hit with a “DADDY, QUIET!!” between screams out of my kid when she got a bit older and wised up to the act
I find babies are fine with adults crying near them as long as the adult is not showing contempt ( fake crying to mess with the baby) or panic ( babies pick up on that)
