It depends if it’s legal or illegal, if you have enough money you can migrate to basically any country except North Korea. About skin color the darker your skin color you will be more segregated in general in any country unless you go to a country where the majority of people have darker skin color than you.
Hopefully I can do it legally, and makes sense. My skin is very pale.
