That way taking out a leader or even cluster of the movement won’t stop it but just fuel increased determination of the others. At least that’s what I heard is one way that one side can win against enemies with more tech , weapons, and troops than they. Also. Let’s not downplay guerilla tactics. They have always been effective against a bigger enemy.
