If it’s a vehicle, it has to follow all the same traffic laws as cars, which means it’s not allowed to leave the roadway to enter the station. If it’s a pet, it has to “be in a bag or other container and carried in a way that doesn’t annoy other riders.”
There do tend to be regulations on where you can ride a horse and I guess she might need a permit if it was deemed a performance?
