Everyone dies immediately as all the water in their body gets replaced with milk, thus the broken toilets never become a problem.
But milk itself is also mostly water. By how magic goes, milk is milk and blood is blood. The ocean though, is water and would be replaced by milk.
But everyone gets resurrected as skeletons that have bones stronger than metal.
