So I guess this is an Obama rocket. Then IIRC Trump wanted to skip to Mars, despite reducing NASA funding and causing leadership issues in the agency during his first term.

Second, the rocket is one thing, the stated goals of the agency are another. They’re declaring the plan is a permanent human presence on the moon.
