    All political negotiations are backed by the implicit threat of violence. When state structures do not apply violence or the threat thereof rigorously enough against established interest, parties which are harmed by the inaction or relative inaction are entirely justified in reminding the interests or the state itself that the acquiescence of the parties to the state’s social contract is conditional on the fulfillment of bilateral obligations.
